As long as the weeping angel believed Toph was looking at it, it would remain stone. So, all Toph has to do is act normal and don't blink.

When you don't look at them, the exist in a quantum state... which means both that Toph can't touch them (because they *technically* aren't moving) and can't bend them, because they aren't made of stone...

She'd actually be the best against the angels, because sometimes she'd act like she could see them, and sometimes she wouldn't, but she can still sense the ground, so she'd just bury the bastards. :DD
